<DIV style="FONT: 10pt arial"><FONT face=Arial size=2>El 16 de marzo de 2005 el
Grupo de Gestión tuvo una entrevista con el Ministro de Educación, Ciencia
y Tecnología, <STRONG>Lic Daniel Filmus</STRONG>. El </FONT><FONT
face=Arial size=2>Ministro invitó a la reunión a<FONT face=Arial
size=2>l Secretario de Ciencia, Tecnología e Innovación Productiva (SECYT),
<STRONG>Ing. Tulio del Bono</STRONG>, al Presidente de la Agencia Nacional
de Promoción Científica y Tecnológica (ANPCyT), <STRONG>Dr. Lino Barañao
</STRONG>y a la <STRONG>Dra Silvia Kochen, </STRONG>asesora de la Vice Ministro
de Salud de la Nación, Dra Graciela Rosso. </FONT></FONT></DIV>
<DIV style="FONT: 10pt arial"> </DIV>
<DIV style="FONT: 10pt arial"><FONT face=Arial size=2>Por el Grupo de Gestión
concurrimos: Hugo Fiamberti, Juan C Furnari, Elida Hermida, Luis
Ielpi, Martín Isturiz y Arnaldo Nonzioli. Además fue invitado el Dr Claudio
Capuano de la Cátedra de Salud y DDHH, Facultad de Medicina,
UBA.</FONT></DIV>
<DIV style="FONT: 10pt arial"> </DIV>
<DIV style="FONT: 10pt arial"><FONT face=Arial size=2>El <STRONG><U>objetivo de
la reunión</U></STRONG> era intercambiar opiniones acerca de
<U>impulsar en nuestro país la Producción Pública de Medicamentos y
Vacunas</U> (PPMV) como instrumento para resolver problemas estratégicos en
Salud, y para expandir, activar y adecuar al sector CyT a resolver
necesidades sociales. </FONT>También se habló de la necesidad de formular
Políticas de Estado en CyT como objetivo de mayor alcance, y que la
PPMV sería un avance en ese sentido.</DIV>
<DIV style="FONT: 10pt arial"> </DIV>
<DIV style="FONT: 10pt arial"><FONT face=Arial size=2><FONT face=arial size=2>El
desarrollo de proyectos con las características de la PPMV evitarían
la emigración crónica de científicos/tecnólogos, contribuirían a la sustitución
de importaciones y permitirían construir una herramienta reguladora dentro del
mercado farmacéutico. </FONT></FONT></DIV><FONT face=Arial size=2><FONT
face=arial size=2>
<DIV style="FONT: 10pt arial"><BR></FONT></FONT><FONT face=Arial size=2>Nuestro
interés era conocer <STRONG>la posición de ellos acerca de la PPMV</STRONG>
y, además, si consideraban razonable la <STRONG>realización de una Mesa
Multisectorial</STRONG> sobre la PPMV, con el fin de
conseguir el consenso amplio que el tema merece, y como corresponde a
una Política de Estado. </FONT></DIV>

<DIV style="FONT: 10pt arial"><STRONG><FONT color=#ff0000 size=4><U>Apoyos a la
PPMV y a la Mesa Multisectorial</U></FONT></STRONG></DIV>
<DIV style="FONT: 10pt arial"><FONT face=Arial size=2>El Ministro Filmus, el Ing
Del Bono y el Dr Barañao <STRONG><U>manifestaron su apoyo</U></STRONG> al
impulso de la Producción Pública de Medicamentos y Vacunas porque
consideran que es un instrumento básico y esencial de la sociedad para
cubrir sus necesidades en Salud y que, además, actuaría como
dinamizador del sector CyT. </FONT></DIV>
<DIV style="FONT: 10pt arial"> </DIV>
<DIV style="FONT: 10pt arial">Por otra parte, <FONT face=Arial
size=2>manifestaron que, desde el Ministerio de Educación, desde la
SECYT y desde la ANPCyT<STRONG>,</STRONG> <STRONG><U>siempre han apoyado este
tipo de proyectos</U></STRONG> y que, además, la producción pública de
medicamentos genéricos y de vacunas están como objetivos estratégicos en el Plan
Nacional de CyT formulado por la SECYT.</FONT></DIV>
<DIV style="FONT: 10pt arial"> </DIV>
<DIV style="FONT: 10pt arial">Además<FONT face=Arial size=2>, manifestaron
<STRONG><U>su disposición a participar en una Mesa Multisectorial</U></STRONG>
para la discusión amplia del tema. </FONT></DIV>

<DIV style="FONT: 10pt arial"><FONT face=Arial size=2>Por su parte, <STRONG>la
Dra Kochen manifestó su apoyo a la PPMV,</STRONG> y ratificó que
<STRONG>desde el Ministerio de Salud de la Nación</STRONG>, ellos habían formado
un "Grupo Estratégico para la Producción Pública de Medicamentos y Vacunas"
con esa finalidad. </FONT><FONT face=Arial size=2>Ese Grupo está constituído por
el Ministerio de Salud,<SPAN
